Howard Systems seeks an IT Manager (or BA) with Facets in the Bronx, NY. This is a temp to perm role. PURPOSE OF THE POSITION Develops and maintains documents software applicationsprograms that provide effective business systems solutions and solve complex core system and operational problems. Performs all aspects of software applications analysis and documentations in accordance with standard development methodologies. Advise leadership on problems of a highly complex nature. Provides leadership over IT componentsdeliverables for multiple functional areas. (Contract to possible hire.) ESSENTIAL FUNCTIONS Knowledge of Business Deep knowledge of health plan business, as well as related operational workflows. Provide complex support for Core System andor other client applications. Applies understanding of all aspects of application requirements and their relationship to business requirements Evaluates moderate to complex business requirements, performs process analysis of activities to determine alternative business solutions or process improvement opportunities. Develops and maintains documentation of business requirements and application standard operating procedures. Produces support documentation including screen layouts, report layouts, data element descriptions, and required algorithm definitions Demonstrates proficiency with the principles and methodologies of process improvement. Applies these in the execution of responsibilities in support of a process focused approach. Technology - Tools Deep knowledge of FACETS (health insurance claims) and SQL. Troubleshoots complex issues, determines root cause, and designs solutions Prepares unit test plans and test data. Executes comprehensive and thorough testing of programs and applications prior to customer acceptanceapproval Ability to execute ad-hoc queries in support of various business functions. Articulates complex ideas, issues and designs to varied audiences communicates project objectives, scope and direction to project team. Service Excellence Compliant with all Core Process, Core Documentation, Service Delivery and Demand Management metrics and standards. Delivers service innovation to improve service or lower cost. Provides in-depth application support for core operations. Provides technical assistance in the pursuit of identifying production problems Actively participates in the interpretation of user functional requirements Completes the development of technical designs, processes, and other required documents Provides or coordinates feedback to users on all referred problems Establishes and maintains productive working relationships with peers and users, including effective collaborative problem solving, responsive communications and cordial interpersonal relationships. Project Management Ability to individually scope implement major enhancements and deliver on-time, on-budget while meeting business objectives. Provides technical assistance in the pursuit of identifying production problemsenhancements Researches and proposes effective and efficient solutions Actively participates in the interpretation of business requirements May provide direction to Programmer Analysts and Business Systems Analysts assigned to projects, as required. Manage multiple competing priorities through effective organization and communication. Reviews work of assigned team members for structure, technique, maintainability, use of common routines, and standards. Identifies needed improvements and instructs team to perform improvements as required. Conduct gap analysis between application and stated customer requirements and collaborate with the project team to estimate project impact. Accounts for any variance between estimates and actual time required to complete project tasks Performs other duties as necessary or assigned. No H1's per the clients request. No future sponsorships.
