Position Summary: Under the direction of the Chief Information Security Officer, with the broadest scope for the exercise of independent initiative, judgment, and decision-making, the Director of Data Architecture and Enterprise Reporting is responsible for providing leadership in the establishment of the information and data architecture strategy and framework that will form the foundation to enable the Department of Education to effectively use, consume, analyze, distribute, and report data. Key Relationships: Works with senior leadership to develop and implement an enterprise data warehouse architecture and governance process, including data/application architecture, budgetary analysis, resource planning, and procurement strategies. Forms lasting relationships with a variety of internal and external IT experts and specialists solution architects, project managers, and external solutions providers to provide leadership and technical guidance. Coordinates with various organizations to develop and construct architectures that meet business requirements. Plans future projects in collaboration with leaders from the business and delivery organizations.. Responsibilities. Directs, plans, and organizes the design and development of overall robust and scalable data architecture strategy for all DIIT systems across the Department of Education (DOE). Conducts and prepares highly difficult and complex surveys and studies of data architecture strategy for all DIIT systems utilizing a multitude of analysis and research techniques.. Oversees all activities of the Enterprise Data Warehouse Architecture department, combining significant policy input and program impact to achieve the mission of building, integrating, and supporting high-quality software systems for our customers. Prepares and administers economic research and studies in Enterprise Architecture.. Steers and has independent authority over the resources necessary to approve/reject the data architectures for projects in assigned portfolio. Responsible for providing quantitative analysis and leadership for the strategy of transitioning the current state of systems to the future enterprise data architecture state view.. Establishes and maintains relationships with a variety of internal and external IT experts and specialists, solution architects, project managers, and external solutions providers to provide leadership and technical guidance, continuously expanding knowledge and capabilities. Determines need for additional contractual services, defines the scope of those services, and selects and evaluates vendors.. Plans and manages the activities of all organizations responsible for enterprise data modeling, business intelligence, and data warehousing across DOE IT, ensuring a high-performing team; coordinates enterprise strategies and roadmaps that are integrated and aligned with business strategy.. Manages and is held accountable for the enterprise design of data warehouses, data marts, operational data stores, and data interface standards.. Working with senior leadership, directs the development and implementation of the data governance process. Governance must address data standardization and ways to address exponential data growth, and include establishing Data Owners and Stewards.. Works closely with the Business Analysis organization within DIIT and other organizations external to DIIT (ODM, SEO, etc.) to identify requirements and to build these to a level of detail necessary to develop appropriate architect solutions.. Governs and is held responsible for the data architecture of strategic mission-critical applications for the DOE.. Translates business strategy/plans into definitions of data architecture standards.. Ensures that projects and project teams are in alignment with the Enterprise Data Warehouse Architecture end-state vision regarding Master Data Management. Conducts workforce planning and conducts performance evaluations as the independent authority to approve/reject proposed solutions from the development teams on projects.. Utilizes demonstrated knowledge and significant depth and breadth of expertise in enterprise architecture and system development and a deep knowledge of the key business and strategic functions within assigned portfolio to drive the integration of the enterprise architecture across the application portfolio.. Manages the enterprise view of the needs, goals, and directions during strategic planning efforts. Provides thought leadership on the implementation of the enterprise architecture across all application portfolios.. Works collaboratively with the business and delivery organizations' leaders within assigned portfolios on the implementation strategy for the enterprise data architecture to plan the current state transition to reach the desired future state.. Assumes additional leadership responsibilities in the absence of the Chief Information Security Officer.. Qualification Requirements:. Minimum. A baccalaureate degree from an accredited college in computer science, information systems, engineering, mathematics or related field and six years of satisfactory full-time experience related to enterprise architecture, solutions architecture, network architecture and/or IT infrastructure systems; or. A baccalaureate degree from an accredited college and ten years of satisfactory full-time experience related to enterprise architecture, solutions architecture, network architecture and/or IT infrastructure systems; or,. Education and/or experience which is equivalent to \"1\" or \"2\" above.. Preferred. Excellent oral and written communication and interpersonal and skills.. Bachelor's degree in Computer Science or related field, or equivalent experience.. 10+ years of overall experience with 5+ years of experience with relational DBMS, preferably SQL. At least 5+ years experience managing teams in data architecture and in data modeling/database design areas.. 5+ years of experience managing the design and development of database applications and data warehousing solutions across multiple projects.. 5+ years of managerial experience utilizing strong leadership skills, including mentoring, communication, decision-making, and project management.. 8+ years of experience, including enterprise-level data solutions or data architecture projects. Deep understanding of relational DBMS and SQL.. Experience in assessing and closing transactional and business intelligence/analytics data gaps in large-scale heterogeneous environment where both packaged software and internally developed software exists.. Significant experience in building data warehouses.. 5+ years of experience in leading data integration efforts in large-scale programs.. Knowledge of products such as: Teradata, Netezza, Oracle, SQL Server; ETL tools such as SAS, Informatica, Datastage, Ab Initio; data modeling such as Erwin (or equivalent); and BI Reporting tools such as SAS, Cognos, Microsoft Power BI, and Business Objects..
